Bump keys are only illegal in California right now. Elsewhere, the police have to prove possession and intent to use it in a burglary, and it would be a misdemeanor.

only if the tip or shoulder is modified, a simple key with all cuts to the lowest depth (unmoddified bump key) isnt illegal
