Well it's probably in preparation to shoot them. They want the enemies in combat to be disoriented and wandering about unaware of what's going on. Be real about it. I agree with your point that it's not a conspiracy. They're trying to develop a weapon to help kill enemy opposition. That's what the military does, and they haven't really made any efforts to conceal this business. It's explicitly charged to do this kind of R&D for defense. I would have to say the American public is aware.
