Dana white was quoted saying that Chuck had taken sleeping pills a few hours before the interview, Its pointless to say Chuck was on coke or drugs etc because these guys get drug tested quite frequently.

he's not brain damaged i heard him give other interviews and he's fine. obviously he's had a few to many or was up most of the night drinking, no big deal he just misjudged how sober he was before he went on telly
