It's difficult to define because his deafness, obviously, wasn't something simply abrupt. A good reference about his loss of hearing is the Heiligenstadt Testament, from 1802. Since then until 1817 he couldn't talk without book conversations.

I don't think that's correct... the Wikipedia article on Beethoven says he began to lose hearing in 1796, but that doesn't mean he was completely deaf at that time.
I read that Symphony no. 2 was composed in 1801-1802
Also in the article "Despite his obvious distress, however, Czerny remarked that Beethoven could still hear speech and music normally until 1812"

NO! that was one of the compossition he have compossed after he could hear (my english is very bad,sry)

Several composers are the Best. Vivaldi, Verdi, F J Hayden. Vivaldi is the Best at evoquing and painting conversation with Nature and Bethoven for me and for me only he is Best at Recapturing Confidence that verges on arrogance without getting there, he pulls back with humble flutes and oboes...I agree at he end I come back to Ludwig von Beethoven
