He didn't make silent films because he was a theater performer. When he first made movies that all there was. Talkies weren't invented for some time after he started film making. During City Lights was when talkies became mainstream but he stuck with silent films because that's what he preferred and felt that a good story could be told with body language rather than actual words.

but the funny thing is that though the whole thing is jibberish, you have a somewhat good idea of what he is singing about, reading from his body movements.

He sings a mixture of French+Italian. basically hes putting up a point that people can enjoy films even if they cant understand the sound.Chaplin was a theatre performer so he prefered silent films.
