Because a single can be released after the album was released. Example: Graduation by Kanye West was released in 2007. The single 'Flashing Lights' was released in 2008. The Predator was released in 1992, but the single and video for 'It Was A Good Day' was released in 1993.

The video was made in late 1993. Let Me Ride was released as a single in October 1993. Doggystyle by Snoop Dogg was released in November 1993. The song 'Gin & Juice' was already recorded and mastered when this video came out. Other things indicate that this video was late 1993... for example: Ice Cube says "damn right It Was a Good Day"... referring to his single 'It Was A Good Day' which was released in March 1993.
