its phycics.. any (falling) movement of the forks would cause the center of gravity of the forks + stick to rise which is a gain of potential energy. the energy conservation law therefor dictates that the forks won't fall.

As the toothpick burns the center of gravity changes and the weight of the fork and the spoon balance even if it doesnt look like it. The mass that is burned is also very small in quantity, u can even ignore it. If u understand why its balanced before burning it should be easier to understand why its balanced after burning half the toothpick. Thats what I think.
